In the pinned thread on registration it was mentioned that a “skeleton crew” was working on this new site. Is there any way that members could help out with development or routine maintenance in some way? Some members here either have website maintenance and/or website development and/or programming skills/experience that they would be willing to lend to this new endeavour.

Anyone with appropriate skills will be more than welcome. At the moment, we just need to get through the present crisis managment, then as we devlope the site, all those skills will be needed. At some stage we'll set up a volunteering mechanism, but fixing the bugs is first priority. -
Can/should those of us wanting to volunteer contact site administrators via the site e-mail? Or would you prefer another way of us contacting you?

The best way is through the 'private thread' interface that the forum software gives you. There's a little grey quote box icon in the right hand corner, if you press that you can start a private thread to one or more users, and if you want can bring more people into the conversation later. It's much more powerful then DPReview's private messages.
