Here's an edit starting from the RAW. Trying to keep a reasonably natural appearance and provide a version that's not so heavy handed with the sliders :-)
Just made some tone curve manipulation to bring some aspects more to life. And, now that the building work is finally finished, they've managed to remove those cranes :-)
I left the old and the new parts as they are, no major cropping,... just evened up the brightness a bit to give the darker castle a fairer chance to grab your attention against the big, new, shiny glass world.
The brighter path with all the people, in front of the castle, works nicely to underline the castle wall better
