It was dark Thursday midnight on crossroad with full moon.
Edit: I used DXO Color Efex plugin with midnight (for night look) and sunlight (for blue moon light) filters and then played with levels, globally and locally to get desired darkening in shade area. Also desaturated and tried to fiddle with colours, but was not getting quite the look I intended...

It could, but I think our users are self-disciplined enough to not pay attention to any distraction and hit the "Like" button for images, which they actually like.

Arvo got the most votes, for his third submission, "Let It Snow", where he dusted the whole junky scene with a light snowfall. Maybe he would tell us how he did it? I've never undertaken such a thing but it surely is a creative approach.
So many fun versions, thank you all for playing, and we pass the baton to Arvo for our next challenge.

What about creating this snowy image - it actually was result of not knowing, what to do - there were already couple of versions posted, matching my various ideas and I wanted something different.
In such situations I start playing with cropping or color channel alteration. As cropping would produce only small details (there are couple of interesting, but unfortunately too small details in the image), then I started with colors - and removing (a bit boring) yellow-green resulted in surprisingly different, almost snowy scene... nothing creative here :)

This seems like partially selective color, using sepia tones in the subdued hues. I would not have thought it would work but it looks great!

A solid old fashioned black and white conversion looks authentic with the era of most of the stuff in the photo. Nice.

Somehow I knew that one of ya'll would isolate this particular frame. Nice color work too. I'm a bit curious what you did with the color.
3D transform; Oilify:
Great detail discovery. I'm not familiar with Oilify or 3D transform, but it seems to give the image depth and tinkers with the geometry? I'm guessing the oilify is responsible for the canvas. I love learning about different softwares.
