With 4K video I had no problem, but with MP4 video set to HD 10m 25p 1280x720, I got the message "Photo cannot be created in MP4 VGA", even though I was in HD quality, not VGA.
So, in what Video Qualities can the camera save stills?

You have picked the one HD frame rate that, according to the advanced manual p230, doesn't allow single frame capture. Although I note 1280 x 720 is 30fps

The in-camera video extraction feature of Panasonic, is for 4K Photo mode only. When you said having no problem (the in-camera frame extraction feature: 4K Photo Play) on 4K video, I doubt did you shoot with 4K video or 4K Burst (any one of the 3 4K photo modes).
No longer shooting with Panny fixed lens compacts, but on the M43 MILCs (don't believe FZ300 would do differently), if I shoot regular 4K video, I cannot call up the 4K Photo Play on my MILCs to extract the frame from the footage. If the footage was shooting with any of the 4K Photo modes, on playback, the 4K Photo Play control will be available automatically as per following screen captures:
If I would like to extract frames from any video footage, I shall do it on computer. I am currently using the free VLC player or the free Video to JPG Converter. I know MCP or a lot of other video players can do it too.
