What did people do before mobile phones? I'll tell you what they did. Went and had a sh!t in peace, had weekends and evenings off without being pestered, happily explored places without network coverage, managed to walk down the street without bumping into others due to being glued to a screen, had conversations at restaurants that weren't interrupted by beeps, bings, rings and all manner of ring tones and electronic noises, that sort of thing.
You keep wanting to drive this into a discussion on the evils of the modern cell phone. I'm not disagreeing or arguing with you, I'm just not interested following you down some rabbit hole, so leave me out of it.
It's also not pertinent to the discussion, of why I need a phone and certainly not why I prefer a camera to a phone for taking pictures.
And I can add that I receive ALL the DRUG prescriptions via WhatsApp and reroute them to the pharmacy the same way.

Travel on business much lately? Find that pay phone at the airport for me. Gate change? No phone, no alert, possible missed flight. Suggesting that people in business could travel today might be to-the-letter true, it "can" be done, but it would really make things unnecessarily hard. Why would anyone do that?
Ever go to a sporting event lately? They don't even print tickets anymore.
And everything you listed people did before cell phones? Still options. Really really easy ones. If you don't want a cell phone, that's fine. No need to force Orwellian bullsh!t rants to the people that enjoy using them.
Governments don't need to track people and control people through their smartphones because they already duped people into getting the Covid vaccines. The vaccines are inside people's bodies so tracking is much more accurate and the control is much more direct.

A white paper is a report or guide that informs readers concisely about a complex issue and presents the issuing body's philosophy on the matter. It is meant to help readers understand an issue, solve a problem, or make a decision.
Developing and distributing vaccines is a complex business. I'd certainly never go down that distribution route for my mind control chips. It would be a lot easier and cheaper to distribute them in aspirins, paracetamol, beer, milk, chocolate cake, ice cream, bread rolls, tea bags etc etc. And it would have the advantage that no one will be reluctant consumers, no one would know, and no one would be protesting. I'm lazy like that.
Anyway, my government doesn't need to issue mind control chips. It has just passed a law that allows it to anticipate crime and arrest anyone it feels like without evidence in advance of any offence. And not for being an existential threat, but merely for being someone who might potentially think about protesting about something or even mistakenly someone who has absolutely nothing to do with activism but the police are too stupid to realise handing out rape alarms to women is hardly going to overthrow the monarchy. Who needs mind control vaccines, obsolete. Not only that, the streets are full of potholes like we live in a 3rd world country. I'd like to know which govt dept is going to re-imburse me for blown tyres...
Oh no, I can feel the covid chips alerting my local police station as we speak. They will be at my doorstep within 7 days to issue a crime number.
I would also observe that the UK's batch of vaccine-transported mind control chips must have been made in the PRC, because they don't work for sh*t; I've had four doses and despise our government more than I ever did.
