Cantharellus tubiformis is a fungus, aka Chanterelle.

That photo is of grass, perhaps growing underwater. For instance, at the edge of a pond. It is not sea weed.

"Seaweed" lacks a formal definition, but seaweed generally lives in the ocean and is visible to the naked eye. The term refers to both flowering plants submerged in the ocean, like eelgrass, as well as larger marine algae.

I wouldn't call eelgrass "seaweed".
I think the word means "macroscopic marine algae".
