    Your eyes see the strong shaped structure, and then the figures. Very effective.

    It looks like a gallows to me. What is meant to hang from the chain, which I see is broken?

    Just the opposite to a gallows. It's the April 25 1974 monument. The Carnation Revolution. For the Portuguese, it was a breaking of the chains of dictatorship. If you google for the Carnation revolution you will find treasure troves of street photography. I was in Spain at the time and Spain was still under similar control from Franco. The place was absolutely electric as the young tried to follow what was happening across the border.
