I think it's part of a stairwell. Like a metal grate flooring.

I remember the famous photographs and your title is perfect. Well spotted and interpreted. The names have left the building.
The chairs have something of the shape of big men with presence, an elbow on each arm rest and a cigar in the hand. Something like cafe chairs wouldn't have carried the same significance.
Thanks Mike.
You've seen exactly what I saw in the image right down to the cigars!
I think were remembering the famous photo of the Yalta Conference in 1945 with Churchill, Roosevelt and Stalin.

Yes, the Yalta photo was precisely what I immediately saw. There is a little essay that could be written about this image and art in general. What is the role in art (in its widest meaning) in drawing up responses from the personal memories of the person experiencing that piece of art? In critiquing any photo/painting etc I never hesitate to comment on links it might make for me that aren't necessarily the same as those of another viewer. Some would argue that all critiquing should be confined to the actual content of the work.I remember the famous photographs and your title is perfect. Well spotted and interpreted.
