these as successful shots despite their obvious technical flaw?

For me, the fact that they've been cut off at the top spoils them. And I personally don't like pictures with no feet if you have the ankles.
So, No - I don't consider them successful shots.

Since you removed all color, you can still pass them as "art". -
I don't consider them successful either.
A general guide to composition is that you should avoid chopping off or cropping limbs and body parts at joints - wrists, knees, neck etc.
My eyes are drawn to the edges of the image where the cuts occur instead of a more centrally located subject.
But then success is very subjective.

To me -no. But that's simply a personal thing. If you yourself like them, and consider them a success, then that's all that matters really at the end of the day.
I think the worst thing one can for for themselves, is to try & create images based on what you think others may like, or consider great. Fastest way to get to hate your camera. -
Not my pot o' tea, but, then again, I can say the same for many famous photos. For example:
That said, some of my favorite photos are far from technically perfect. Honestly, I don't have the education to explain why I like some photos and don't like others. I'm sure there are reasons, but I just don't know what they are.

The first one if the woman was alone, it could have been a much better shot even it was composed this way but the presence of man, covering the subject partially makes it really flawed. I find the pair of eyes that stared through burka very close to frame were very effective. A shot to keep but only C+
The second one a really good shot overall and I dont mind cropped heads at all. The story is here the way the woman holds her partner, eye contact with me make the photo elevated. A shot to keep and share B+

They would have been better photos if you had been more careful with the framing. It's too tight and you have cut off people's heads and feet.

In my opinion (symmetrical) cutting of subject head and feet makes the second image quite dynamic - people look like they would step out of the image.
Of course I don't know, how the scene would look with different framing. -
The first, almost works with the eyes of the woman just into the frame.
There is a lot of tension in the second thanks to the unusual crop. Although a tight "American" crop of the second with the whole face in view I think would have been stronger.
I think we all know when we have made a good shot, without any self doubt.

I took these shots while the camera hanging on my neck, I roughly pointed the camera at the subjects and clicked, so it was not really possible to compose nicely. I think this is what they called a hip shot. I rarely did this before but started to do more often recently. I think it might work better with a wider lens. What I like with this method is the proximity with the subjects, intimacy, reaction, emotion (all kinds), awkwardness and tension that come with this proximity.
I really liked the original shots and I wanted to know others' feelings. It was not really a situation of self doubt but more of curiosity. There was another one I will share on a separate thread. I found it less striking when I initially went through the files but now I have slightly changed my mind; that might be the better capture of two -

I sometimes do that myself. Some of the rules cited here are for traditional people photos, but we don't have to make traditional photos.
Break the rules.

I disagree because there are no rules for composition. I have ever only seen guidelines which people are free to use or not use as it suits them.
