If I remember rightly the "white" part of the road is concrete, while the darker part is tarmac. looks like some of the concrete road has been maintained with patches of tarmac too.
This toll road is 34km long and has 52 such hair pin bends. Great to drive along with some fantastic views along the way. It's about 2000m above sea level and goes over the mountain from Ebene Reichenau to Innerkrems. There's several opportunities to stop for hiking and a few mountain huts for refreshments.
The road is loved by motorcycles and sports cars. Here's a crop of the original image, and if you zoom in to the hi-res version you can see 4 of those tiny looking sports cars and a motorbike.

Looks like a Lamborghini Huracán Spyder -- but I am not an expert in knowing the modern sports cars. Ask me about cars from the 70's and 80's and up through the early 00's -- those I can usually ID fairly easily! I must say... the Z7's IQ is superb. And I suppose the lenses, too.
